Your description is not entirely clear; it seems you are not considering how cumbersome and unreliable a bluetooth connection would be. You are going to glue the phone to the belt? What if the battery runs out? What if the guy deactivates the connection? Phone is not waterproof.
Anyway we are not looking to add any new features at this point but just roll out the product ASAP...

You may also have heard that Nokia has patented a self-recharging battery using kinetic energy.
You should be able to encapsulate the tranceiver into the device in a way that will keep it waterproof and tamperproof.
I am envisioning a device that could receive a command from any cell phone transmission or wi-fi hotspot and turn that signal into an action.
Ideally, the device will include the jolting technology that you have already developed, along with other features - constriction, stretching, vibration, perhaps a biting/chewing feature such as Kali's Teeth (sheathing and unsheathing in intervals), and milking (on those rare occasions when he's been very good). Am I asking for too much? I bet you can do it.
