I cannot see how one Chronovault can do this but if you could afford two then yes. With one, once it has opened and you have the keys and are free from your DL2000 and chastity device then you are free to do just whatever you like. If you had two then one could contain the key to your wrists (I chain them to my posture collar myself not the bed head as I have an old whiplash injury to my shoulder blades). Anyway, once your wrists were free then you could put on your DL2000 in whatever chastity device you use. If you didn't then your ankles would remain locked. If you did not do it within a certain time (like you are masturbating for instance) then it could inform your Mistress/Owner of the delay and she could take appropriate action. If you did complete the DL2000 circuit in time then the second Chronovault could release the keys for your fettered ankles.
Of course if the Chronovault had two compartments you's only need one but all the R & D is done for this one and they're in manufacture so its too late for that unless they surprise us and have already thought of it.
